Emerald Pointe Committees are volunteer-based and are in place to assist the Board of Directors in conducting the business, maintenance and social activities of the resort.  Each Committee usually consists of a Chairperson and a number of Committee Members, who report to the Board of Directors. Committees make recommendations to the Board. All decisions are made by the Board with the exception of decisions made by the Hearing Committee, which are binding on the Board.  You may contact each committee chairperson by clicking on their name.

The Candidate Search Committee is responsible for soliciting nominations from members of the Emerald Pointe Property Owners Association for the purpose of running for a position on the Board of Directors.  Elections for vacant positions on the Board are held at the EPPOA Annual Meeting in March of each year. 
 
Owners at Emerald Pointe may seek out any member of this Committee, obtain an application in the Library or from the EPPOA Office. 
 
According to the Rules & Regulations, the Candidate Search Committee will consist of three or more members of the Association. The Board of Directors will select the Chairperson at the Annual Meeting.  The Chairperson will serve from the close of such meeting until the close of the next Annual Meeting. 
 
The Committee will present all nominations collected, except for floor nominations, at each annual meeting.

The Lot Compliance Committee meets whenever the need arises. 
 
The function is to assess the results of both Lot Inspection findings and information brought forward to the Committee concerning the care and condition of Emerald Pointe properties.  
 
In each case, the situation is adjudicated to determine compliance with the Rules & Regulations. Decisions regarding properties that are found to be non-compliant are presented to the Board of Directors along with the Committee's recommendations for the assessing of penalties and fines.

The duties of the Emerald Pointe Contract Committee are to bid, secure, review, write and revise contracts as required. 
The Committee also:
  • maintains a list of current contracts/contractors
  • meets with contractors to resolve concerns and problems
  • monitor that current contractors have/keep required insurance coverages
  • maintains a list of potential contractors

The Emerald Pointe Finance Committee prepares a proposed Budget and Capital Reserve Schedule.
This Committee also:

  • Reclassification of Expenses
  • Conducts Internal Audits of the Records
DUTIES OF THE EMERALD POINTE FINANCE COMMITTEE THE CHAIRMAN OF THE FINANCE COMMITTEE OR HIS DESIGNEE IS THE ONLY AUTHORIZED LIAISON WITH THE TREASURER AND BOARD OF DIRECTORS.
 
  1. UPDATE THE CAPITAL RESERVE AND DETERMINE THE AMOUNT NEEDED TO BE ADDED TO THE RESERVE FOR THE FOLLOWING YEAR, AND SUBMIT TO THE BOARD OF DIRECTORS FOR APPROVAL AT THE NOVEMBER MEETING.
 
  2. PREPARE A PROPOSED BUDGET FOR THE OPERATING, SOCIAL AND PROMOTION ACCOUNTS FOR THE FOLLOWING CALENDAR YEAR AND SUBMIT TO THE BOARD OF DIRECTORS FOR APPROVAL AT THE NOVEMBER MEETING.
 
  3. RECOMMEND AT THE NOVEMBER MEETING WHETHER THE POA FEES SHOULD BE INCREASED FOR THE FOLLOWING YEAR AND BY WHAT AMOUNT.
 
  4. RECOMMEND TO THE BOARD OF DIRECTORS A SPECIAL ASSESSMENT, IF NEEDED, AND THE AMOUNT OF SUCH ASSESSMENT.
 
  5. REVIEW FINANCIAL REPORTS TO DETERMINE IF ANY ACTION OR ADJUSTMENTS NEED TO BE TAKEN.
 
  6. RECOMMEND TO THE CPA WHO PREPARES OUR TAX RETURN THE PROPER PERCENTAGE BREAKDOWN BETWEEN MEMBER AND NON-MEMBER EXPENSES. REVIEW AT LEAST EVERY 3 YEARS.
 
  7. RECOMMEND COST SAVINGS INITIATIVES AND APPROACHES TO THE BOARD OF DIRECTORS.
 
  8. ASSESS THE ADEQUACY OF THE FINANCIAL INTERNAL CONTROLS AND RECOMMEND ADDITIONAL CONTROLS AND/OR CHANGES IN SAME TO THE BOARD OF DIRECTORS.
 
  9. CONDUCT INTERNAL AUDITS AS VOTED BY THE MEMBERSHIP. MAKE RECOMMENDATIONS CONCERNING THE AUDIT FINDINGS TO THE BOARD OF DIRECTORS.
 
  10. REVIEW FLORIDA STATUTES INVOLVING FINANCES AND ENSURE COMPLIANCE WITH SAME.
 
  11. MAKER RECOMMENDATIONS TO THE BOARD OF DIRECTORS IN REGARD TO ANY NEEDED CHANGES IN THE RULES AND REGULATIONS, BYLAWS, AND/OR COVENANTS AS THEY RELATE TO FINANCIAL MATTERS.
 
  12. MAKE RECOMMENDATIONS TO THE MEMBERSHIP AT EACH ANNUAL MEETING AS TO THE TYPE OF FINANCIAL REPORT THEY WILL RECEIVE AT THE NEXT ANNUAL MEETING.
 
  13. RECOMMEND TO THE MEMBERSHIP AT EVERY OTHER ANNUAL MEETING WHETHER TO HAVE AN INTERNAL OR EXTERNAL AUDIT OF THE FINANCIAL RECORDS.
 
  14. RECOMMEND RECLASSIFICATION OF EXPENSE AND/OR CAPITAL ITEMS TO THE BOARD OF DIRECTORS.

Note:  Committee Members change each time there is a hearing due to the member's relationship with the appellant.
 
The Hearing Committee is charged with hearing both sides of the appeal and making a final decision on the appeal, according to Emerald Pointe RV Resort's CC&Rs and Rules & Regulations. 
 
The appeal decision is decided by a vote of the five members (Chairperson only votes if there are only four members present), after hearing both sides and making their decisions in accordance with our governing documents.  Each of the five members casts a silent vote so no one knows how they voted.  The decision of this Committee is the final decision of the appeal.

The purpose of the Welcome Committee is to meet, greet and welcome new Owner and new Renter Residents to Emerald Pointe.  The Committee insures the Owners and renters receive a basket of goodies, and area information.  All new residents are welcomed by a smiling couple.
 
The Purpose of the King and Queen Committee is to crown and acknowledge our long-time residents.  The King and Queen represent Emerald Pointe RV Resort in the Zephyrhills Founders Day Parade in March each year. 
 
The Sunshine Lady sends out get well and sympathy cards (with heartfelt thoughts) from all of us at Emerald Point to residents in need.
 
The purpose of the Calendar Committee is to provide a printable calendar of activities and events taking place within our resort.  The calendars are available online from the EP website and posted at various bulletin boards around the clubhouse.

The Lot Improvement Committee was formed to make recommendations to the Board of Directors that permission either be granted or denied to any lot owner who intends to make changes or improvements to their property.
 
The Committee reviews all Lot Improvement submissions and insures that they meet the guidelines as set forth in the CC&R’s and Rules & Regulations of the EPPOA.

The function of the Lot Inspection Committee is to inspect each lot in the resort to assess compliance with the Rules & Regulations of the EPPOA Governing Documents.  
 
These inspections are carried out approximately three times per year.  
Owners found to be non-compliant will be issued a notice, with the expectation that the problem will be addressed.  
Owners who continue to be non-compliant may be subject to fines.

The Park Promotions Committee is responsible for many initiatives aimed at assisting owners with the sale and/or rental of their property. This support to owners is important in order to ensure continued growth in the community. 
 
Our efforts include:  regular and timely updating of the official Emerald Pointe Website with all active Sales and Rentals listings; providing a spreadsheet detailing current Sales and Rentals for distribution to prospective buyers/renters who visit Emerald Pointe; conducting Open House events providing information about  our resort and park tours to those individuals who attend; participating in RV Trade Shows to promote our resort; and assisting owners who wish to sell or rent their properties by providing them with the tools to do so. 
 
Owners at Emerald Pointe are required to complete a Sales and Rentals Form when listing their property.  There is an Annual Fee for this service. The Annual Fee covers the period from April 1 of the current year to March 31 of the following year. 
 
The Committee currently consists of sixteen members of the Association in addition to the two Co-Chairpersons. There are also a number of other owners who volunteer to work our Emerald Pointe booth and display at various Trade Shows.

The pool committee is responsible for monitoring and maintaining the pool and spa equipment.
 
The committee also carries out regular testing of the pool and spa water quality, as required by Health Department regulations.

This committee was formed to periodically review and make changes to the Emerald Pointe Rules and Regulations, in response to identified needs of our residents. 
 
These Rules and Regulations may be changed as needed by the Board of Directors, with proper notice to owners. All changes to the Rules & Regulations must also adhere to the covenants set out in our governing documents (CC&Rs and By-laws).

The Social Committee is responsible for organizing and overseeing all the activities and Special Events that occur in the Clubhouse.  Booking outside entertainment, scheduling events and managing the budget required to run social activities are also part of the Committee's responsibilities.
 
The regular activities are resident-run by many volunteers. (there is always need for new volunteers) The special events are also run by a changing team of volunteers who are available to assist when required.
 
This director is also in charge of the sound system and laundry areas.
